This paper examines the implications of the congressional mandate to end analog TV transmission on February 17, 2009, which is fueling significant demand for digital-to-analog converter boxes. The paper examines the changing environment, explains the technical requirements for building a government-compliant converter box and an NTIA-administered coupon program that lets U.S. households request coupons as subsidy for their converter boxes.
